Balkan & big brother<\/h3>\n\t

The Balkan region is a sensitive area which is home to proud people in each of the countries. This proudness is very often a problem if a “big brother” is trying to enforce peace between them in the wrong way.<\/p>\n

One scene:<\/strong>\u00a0Two small children played together, and the third one, who was older\u2013 we shall call him \u201cbig brother\u201d- he threw a small toy between them to see what will happen. Both youngsters wanted a toy and they started to argue which of them saw it first, who should play with it first and so on. The “big brother”, who was watching this, came in between the two and said: “There is no sense to argue about it. We can make a peace in this way \u2013 the first one to spit on my hand will be the winner and will get a toy. They accepted the deal.” But the problem was that the “big brother” put his hand between their two faces. Once he said GO, he pulled the hand down and they spat at each other. The fight \u2013 war was started and the “Big brother” enjoyed this. After a while, the “big brother” managed to divide them and stop the fight. The duration for reconciliation took much longer than the dispute. They did not want to talk to each other, until, the “big brother” excused himself and took the responsibility for the fight and invited them to ice cream.<\/p>\n

Iz ove pri\u010de mo\u017eemo zaklju\u010diti:\n\n1. Dvije strane su bile u miru dok se tre\u0107a strana nije umije\u0161ala\n2. Dvije strane nisu mogle da postignu sporazum bez tre\u0107eg (Uzro\u010dnika svadje)<\/p>\n

Mo\u017ee li dio ove pri\u010de da se preslika na Balkan?<\/p>\n

Da bi se razumjela perspektiva razvoja, neophodno je ustanoviti ta\u010dnu dijagnozu trenutne situacije. Da li su balkanske zemlje, zemlje nerazvijene demokratije ili nerazvijene ekonomije \u2013 ili oboje. Susre\u0107emo se sa zemljama sa devastiranom ekonomijom kao \u0161to je Bosna, sa protjeranim i premje\u0161tenim ljudima kao \u0161to su Hrvatska i Bosna, sa dezolatnim podru\u010djima \u2013 ljudi napu\u0161taju sopstvene zemlje u pravcu zapada \u2013 skoro sve balkanske zemlje su time pogo\u0111ene. Preko milion ljudi je napustilo Bugarsku nakon pristupanja EU, broj stru\u010dnih ljudi koji ostaju u Hrvatskoj, Bosni, Srbiji i drugim balkanskim zemljama je u zadnje vrijeme osjetno smanjen.<\/p>\n

U nekim dr\u017eavama kao Bosna i Makedonija, faktori koji odlu\u010duju budu\u0107i razvoj mogu biti podijeljeni u dvije kategorije, unutra\u0161nje i vanjske, mada ih je te\u0161ko razdvojiti jer su me\u0111usobno povezani. Ove dvije dr\u017eave imaju me\u0111usobnih sli\u010dnosti, unutra\u0161nji proces izgradnje nacije i vanjski proces pomirenja sa susjednim dr\u017eavama. Kao i kod razvijenih zemalja, preduslov razvoja dru\u0161tva je razvoj ekonomije. S druge strane, ekonomija se mo\u017ee razvijati samo u stabilnim regijama, bez tenzija i permanentnog straha od vanjskog uticaja, koji se vrlo \u010desto proklami\u0161e putem lokalnih politi\u010dara zbog njihovih li\u010dnih razloga.<\/p>\n

Kada \u0107e trajno pomirenje biti ostvareno na Balkanu, zavisi od vremena kada \u0107e istina biti prihva\u0107ena od svih strana.<\/p>\n

Rane mogu da budu zalije\u010dene samo nakon bolnog procesa tra\u017eenja historijske istine. Na \u017ealost, istina je promjenjiva kategorija \u2013 istina od prije 30 godina (ili 100), danas je druga\u010dija. U mnogim slu\u010dajevima razli\u010dite nacije imaju razli\u010dite \u010dinjenice o jednom doga\u0111aju. Za jedne je agresor, za druge branilac, za jedne heroj, za druge \u017ertva \u2026Ali ukoliko se ne utvrdi istina za sve, slijede\u0107e generacije \u0107e imati istu dilemu i oslanjat ce se na nekorektne pri\u010de a ne na istinitu historiju.<\/p>\n

Da bi imali prihvatljivu istinu za sve, histori\u010dari nacija na Balkanu, treba da urade svoj doma\u0107i zadatak i kreiraju nove knjige koje \u0107e pozivati na razumijevanje me\u0111u nacijama, koje \u0107e objasniti da je saradnja me\u0111ju nacijama bolji vid interakcije.\n\u0160kolske knjige koje heroiziraju sopstvenu naciju i istovremeno pi\u0161u negativno o drugim nacijama, u prvom redu zamagljuju o\u010di sopstvenom narodu i pogre\u0161no vode budu\u0107e generacije.<\/p>\n

Dali zbilja treba da se slavi doga\u0111aj koji se desio 100, 300 ili 600 godina ranije stavljaju\u0107i teret na ramena generacijama koje dolaze, ili da se organizuje zajedni\u010dko obilje\u017eavanje i sje\u0107anje na doga\u0111aje uklju\u010duju\u0107i sve u\u010desnike?<\/p>\n

Another good example for the Balkan is “Meletta tradition”. The battle 1916 in Italy, where the second Bosnian regiment in Austro-Hungarian monarchy defeated the Italian army and captured Monte Meletta hill in north Italy. Now the 3 nations, Italians, Austrians and Bosnians are come together every year to commemorate this event \u2013 every year in another country, without glorification of the winners but to remember all the victims with one message \u2013 that such events should not happen again. This commemoration is a contribution for understanding between nations, without any tensions and with the message that cooperation is a better way to interact.<\/p>\n

Sli\u010dne manifestacije na Balkanu bile bi dobro do\u0161le za ozdravljenje historije.<\/p>\n

Srebrenica, u ovom slu\u010daju, nudi mogu\u0107nost pomirenja izme\u0111u Bosne i Srbije, Jasenovac izme\u0111u Hrvatske i Srbije, a mo\u017eda najve\u0107a mogu\u0107nost za Balkan bila bi zajedni\u010dka komemoracija bitke na Kosovu (1389) izme\u0111u Srbije, Turske i Kosova. Bez tih historijskih pomirenja, mala je nada za trajno pomirenje na Balkanu.<\/p>\n

In case of Srebrenica, Serbia has with the issue of genocide to carry the label as a \u201cgenocidal nation\u201d on one side, and Bosnia with the status of \u201cgreatest victim\u201d which serves the domestic narrative. Without historical rehabilitation, there will be no contribution to stability and reconciliation.<\/p>\n

U slu\u010daju Srebrenice, Srbija nosi naljepnicu \u201cgenocidne nacije\u201d, a Bosna status \u201cnajve\u0107e \u017ertve\u201d koju servira doma\u0107a naracija. Bez historijske rehabilitacije, ne\u0107e biti doprinosa stabilnosti i pomirenju. U slu\u010daju Kosova, uticaj je mnogo ve\u0107i jer je vi\u0161e nacija uklju\u010deno: Srbija, Turska, Kosovo, Albanija pa i Bosna i Crna Gora. To zna\u010di da je klju\u010d pomirenja na Balkanu u Beogradu.\n\nMada je pomirenje kompleksan zadatak, zahtijeva razumijevanje stvari za budu\u0107u saradnju, bez njega nema budu\u0107e koegzistencije.<\/p>\n

Za ovaj korak potrebne su vo\u0111e sa razumijevanjem i kura\u017eom, sa vizijom, ne samo za svoju regiju ve\u0107 i za razvoj okru\u017eenja, sa kura\u017eom da se suprotstave nacionalizmu, sa kura\u017eom o druga\u010dijoj interpretaciji historije, sa kura\u017eom da prihvati susjeda s duge strane rijeke, jer za njega rijeka te\u010de desno, a za kom\u0161iju s druge strane rijeka te\u010de lijevo.<\/p>\n

For this step, we need leaders with understanding and courage, with vision, not only for this area, but vision for development of the surroundings, with courage to be against nationalism, with courage for another interpretation of history, with courage to accept their neighbour from another side of the river, as for him the river is flowing to the right and for the neighbour on the other side it is flowing to the left.<\/p>\n

Ono \u0161to se mo\u017ee uo\u010diti je uticaj religije u regionu na svim stranama. Slika koja je bila prije 30 godina, sada je skoro potpuno druga\u010dija. Dali su ljudi sada postali vise religiozni ili poku\u0161avaju da svoj nacionalizam artikuli\u0161u kroz religiju. Uo\u010dava se simbioza vode\u0107ih stranaka i vjerskih zajednica radi za\u0161tite li\u010dnih pozicija.
\nU dr\u017eavama koje su nastala nakon raspada Jugoslavije, ratni profiteri su postali vlasnici industrijskih pogona, koje su onda polako uni\u0161tavali. Vlasni\u0161tvo se koncentrisalo na mali broj ljudi, dok ve\u0107ina populacije ne vidi alternativu za sebe ili za djecu.<\/p>\n

Sada\u0161nje vo\u0111je imaju dodatni zadatak rje\u0161avanja unutra\u0161njeg mira, prije nego zapo\u010dnu pomirenje sa susjedima, no pitanje je da li su u mogu\u0107nosti da to provedu.<\/p>\n

Back to “big brother”:<\/p>\n

In many conflicts between two countries there is third party which has an interest in conflict to be able to contribute afterwards as a savior of the democracy. Bosnia cannot be solved without a “big brother”, Macedonia, Kosovo\u2026 until “big brother” takes the responsibility and says: sorry I made a mistake and we need another agreement. Let`s do it properly, let’s stop experiments which cannot work. Let`s make the diameter of the basket bigger, so you can throw the ball through it.<\/p>\n

Without this, without the Marshall plan for economic development of the Balkan states, the process of reconciliation could take generations.<\/p>\n
